Lawmakers are advancing a bill to help move forward Hawaiʻi’s planned 99-year leasehold housing project in Kakaʻako, aimed at making homeownership more affordable by building condos on public land and selling them without the cost of land ownership.

Senate Bill 2061 would relax strict ownership rules — including requirements on owner-occupancy and property ownership — which supporters say have discouraged buyers and lenders.

Officials hope the changes will boost interest and help launch the project as a pilot for future affordable housing developments, though questions remain about financing and long-term demand.
